Minutes
Attending: SIA Board President John Lehnhardt, SIA Board Members Mary Beasman, Walter Garrard and Steve Melchiori. SIA Members Craig Cyr and Andy Dulgloz.
The SIA Board met to discuss the following projects:
1. Options for the short-term repair of the E. Shell beach stairs to make them accessible by SIA members, especially during the upcoming season.
2. The condition of the SIA roads and what needed to be done in the short-term on each of the 5 SIA streets
E. Shell Beach Stairs:
John advised it was necessary to consider a temporary repair of the E. Shell stairs as over the last month he had sought 4 bids for the repair of these beach stairs. Specifically this would involve installing 4 new posts to support the stairs themselves after the previous posts were lost during the recent nor’easterner storms. Of the contractors John contacted for bids to install new posts, only one submitted a bid. This bid was over $10,000. With this, John began looking at accomplishing this project with the assistance of SIA volunteers.
John advised we were fortunate to have several volunteers experienced in installing posts in docks. plus other SIA volunteers to assist with the major work this project required to replace the 4 posts supporting the stairs, replace several stairs at the bottom, replace spindles that were lost in the storms, reattach the railings, etc. John had talked to those with experience in similar projects as to what would be involved and proposed a trial run with a compressor system to see if this was feasible to go down through the sand to allow for each post to be installed; or if using a 2-inch trash pump would produce better results.
Additionally, John had prepared a budget for the materials required for this job. The estimated budget for materials to accomplish a temporary fix for the E. Shell beach stairs was $1,700 dollars.
The Board discussed this project and the estimated cost. Following discussion, a motion was made and seconded to approve this short-term fix with $2,000 allocated to this project, plus approval to pursue replacement of the stairs as necessary. Additionally, it was recommended that we continue to look into total replacement in the future. The motion was seconded and approved unanimously by the Board members.
SIA Road Conditions:
John indicated we are out of the road fill used for potholes in the SIA streets. John also noted some of the SIA streets require more extensive work due to erosion. There was discussion on the type of fill material these projects would require, with agreement that the erosion areas would require larger stone fill compared to the fill for potholes. Additionally, it was discussed whether the SIA roads needed major work at this time that would include adding truckloads of fill to each road followed by grading and rolling of SIA street. There was consensus the roads are currently in fairly good shape and should hold up well through the next rainy season with continuing to add fill as needed in the potholes and the erosion areas. Following this discussion, the Board voted unanimously to approve $2,000 for road fill to maintain the streets until they required a full redo.
