This is your second notice that the SIA annual meeting will take place on Saturday, November 8, 2025 at 10:00am at 1995 W. Barefoot Pl. A light lunch of snacks and sandwiches will be provided. Please bring your own chair.
Board of Director’s Election 2025-6
There are five (5) available positions on the Board of Directors and five members submitted their names to the nominating committee and were approved for the ballot.
State law now does not require an election for HOA Boards of Directors if the number of nominees on the ballot are equal to or less than the number of Board positions available. Therefore, no election is necessary and the 2025 – 2026 Board of Directors. The Board will thus be the same members as this last year: John Finn, Michael Flax, John Lehnhardt, Steve Melchiori and Walter Garrard. They will take office effective at the annual meeting November 8, 2025.
Here is the section of the State Law 720.306 (9a) relevant.
…An election is not required unless more candidates are nominated than vacancies exist. If an election is not required because there are either an equal number or fewer qualified candidates than vacancies exist…such qualified candidates shall commence service on the board of directors, regardless of whether a quorum is attained at the annual meeting…
Please find enclosed the agendas for the Annual meeting and a Proxy for those not attending for the purpose of establishing a quorum. A copy of the 2025-6 proposed HOA budget and 2024-5 expenditures are included.
On behalf of the SIA Board, the following is an overview of important matters the Board dealt with this year. Board Structure Activities 2024-5: The 2024-5 Board of Directors (BOD) consisted of Michael Flax- President, John Finn – Vice Pres. – John Lehnhardt – Sec./Treas., Walter Garrard and Steve Melchiori.
New SIA Members:
!961 W. Barefoot Pl. was sold by Billie and Bob Thompson to Susan Lewis, a long time non-SIA Summerplace resident. Susan has moved in and is a full time resident. The Thompsons moved back to their home state of Oklahoma to be closer to family.
!930 W. Shell Lane was sold by Carol Jazkula to Cindy O’Dare. Carol moved to Barefoot Bay. Cindy is a long time local realtor and uses the house for weekend stays for her family and friends.
Passings
Jean Etzel from 1880 E. Barefoot Pl. passed away late last year. Her family has decided to keep the house in a trust and is working out the details of the transfer of title and SIA membership for the group. They have expressed that the property will be used by the family and not become a rental.
Construction
Loren Anne Smith’s new home at 1990 W. Barefoot Pl. is nearing completion and she hopes to spend at least part of the winter here this year.
Eddie and Jonelle Dean have finished construction of their new home at 1941 W. Barefoot Pl. and have just moved in. They are full time residents.
Homes for Sale
Trish and John Essick ’s property at 1881 E. Pebble Path is up for sale.
Amy Hanlon’s property at 1860 E. Barefoot Pl. is for sale.
Proposed changes to the Architectural Review Committee Guidelines: Changes to the ARC Guidelines were discussed during the year. A full overhaul was not deemed necessary at this time and will be considered by the Board this coming year.
One addition to the ARC Guidelines has been recommended by the Board.
“Any signs, banners or flags displayed on SIA properties must be approved by the ARC and SIA Board if they do not meet the State HOA requirements for size, what they represent and the number displayed and if they exceed SIA Deed restrictions.”
State law 720-304 (2a) states:
(2)(a) If any covenant, restriction, bylaw, rule, or requirement of an association prohibits a homeowner from displaying flags permitted under this paragraph, the homeowner may still display in a respectful manner up to two of the following portable, removable flags, not larger than 4 1/2 feet by 6 feet:
1. The United States flag.
2. The official flag of the State of Florida.
3. A flag that represents the United States Army, Navy, Air Force, Marine Corps, Space Force, or Coast Guard.
4. A POW-MIA flag.
5. A first responder flag. A first responder flag may incorporate the design of any other flag permitted under this paragraph to form a combined flag. For purposes of this subsection, the term “first responder flag” means a flag that recognizes and honors the service of any of the following:
a. Law enforcement officers as defined in s. 943.10(1).
b. Firefighters as defined in s. 112.191(1).
c. Paramedics or emergency medical technicians as those terms are defined in s. 112.1911(1).
d. Correctional officers as defined in s. 943.10(2).
e. 911 public safety telecommunicators as defined in s. 401.465(1).
f. Advanced practice registered nurses, licensed practical nurses, or registered nurses as those terms are defined in s. 464.003.
g. Persons participating in a statewide urban search and rescue program developed by the Division of Emergency Management under s. 252.35.
Our Deed restrictions state the following is section 9:
No sign of any character will be displayed except that not more than one single staked “For Rent” or “For Sale” sign not exceeding 12″x 18″ in size will be allowed on each lot.
This proposed addition to the ARC Guidelines will be discussed and brought to a vote by the attending members and proxies at the Annual meeting.
Maintenance:
1. Repairs were done on the E. Shell and E. Barefoot stairs in February 2025 to replace the posts, rails, stair steps, runners. etc damaged by storms in late October 24’. We had budgeted $20,000 from the reserve fund to hire folks to do the repairs. A contractor was found, Dockside Builders. and they did a great job for just under the $20,000 budget.
2. Road grading and repair – $20,000 was approved from the reserve fund for road repairs.
A contractor was found, Ingmar Herrmann Marine Maintenance for $24,000. The Board met in open session in June and reviewed and approved the contract additional
cost from the reserve fund. Initial work was completed in August. The contractor has been asked to come back for several issues under the contract guarantee.
3. Annual road landscape trimming was completed at the end of September.
2026 Annual Dues: An invoice for the 2026 annual dues is included in the mailing. Dues are payable by January 1, 2026. The 2026 dues remain at $300 per lot as they have been for a while.
