Minutes
Attending: SIA Board President John Lehnhardt, Board Members Mary Beasman, Walter Garrard, Bart Heikes and Steve Melchiori. SIA residents also attending Gary and Lil Fox, Joe Nutt, Ed Seeman, Dave Wolfram and Dianne Lui.
Renovation and Expansion of 1861 E. Barefoot Place
Work at 1861 E. Barefoot was stopped earlier this year due to a lack of permits from the County. This project has now been submitted to the County for permitting and was submitted to the ARC for review. The ARC approved the plans, but requested the addition of a gutter, downspout and a French drain on the West lower roof to control runoff. The property owner and contractor have agreed to add these items. A motion was made to approve the plans with the additions for drainage control. The motion was seconded and approved unanimously by a vote of the Board.
Proposed Playhouse at 1921 W. Barefoot Place
At the June 29, 2020 meeting of the Board, an initial review of the plans to add an 8 x 10 playhouse to the property at 1921 W. Barefoot Place raised concerns as to whether there was adequate room for the playhouse due to county setback requirements along the planned location for this structure. Property owner Joe Nutt submitted the plans for the playhouse to the County and received a permit to proceed. The ARC has raised the issue of locating the playhouse along the front of the property to the west of the main house. Joe submitted future drawings for a pool and pool house that provided information on why the front of the property is the only option to locate the playhouse. Additionally, he advised, the playhouse is preconstructed with a door and two windows on the front side, has a wood-like Hardie Board siding and a shingle roof, plus is painted a color similar to that of the main house. Further, Joe advised the playhouse would not necessarily be permanent and would likely be sold in several years as his daughter outgrew it. Discussion included adequate landscaping in front of the playhouse blocking it from being visible from the street.
With no further discussion, a motion was made to approve the playhouse as planned with the understanding when the structure was no longer used as a playhouse, it would be relocated or sold and could not be repurposed as a utility shed in that location. The motion was seconded and approved unanimously by a vote of the Board.
Proposed golf cart protective awning at 1940 W. Shell Lane
John provided details on a protective awning with metal supports to provide shelter for a golf cart at 1940 W. Shell Lane. This would be located along the west side of the pool lanai. As this is not a permanent structure, it does not require a County permit. A motion was made to approve this shelter as planned. The motion was seconded and approved unanimously by a vote of the Board.
SIA Annual Trimming of Common Areas
Each year, the common areas throughout SIA are trimmed in the fall. Panta Cabrera Landscaping consistently has the lowest bid for this annual trimming and is familiar with the details of trimming on each SIA street. In discussion with John regarding the annual trimming for this year, Panta offered to do this work for the $2250, the same amount he has charged for several years. It was suggested the annual trimming be done by in September instead of the middle of October due to the extensive growth in the various common areas. A motion was made to approve the bid for this year’s annual trimming of SIA common areas to be done by the end of September; with the provision to rehire Panta at an additional cost should our area experience a hurricane that would require trimming of hurricane damage and/or removal of hurricane debris from our common areas. The motion was seconded and approved unanimously by a vote of the Board.
E. Shell Beach Stairs Repair
Andy Dulgoz and John propose to do some repair work on the E. Shell stairs. The estimated cost of materials is approximately $150. Labor will be done free of charge. A motion was made and seconded to approve this repair work. This motion was approved in a unanimous vote by the Board.
Update on E. Shell Drainage Repair
John reported the drainage issue on E. Shell has improved significantly. He and Dave Wolfram agree a little more grading will take care of the problem. This work will be done at no additional coast by Hurricane Land Clearing LLC.
Additionally, John noted the work Hurricane Land Clearing LLC did on E. Barefoot has resolved the drainage problem there.
