Minutes

Attending: SIA Board President John Lehnhardt, Board Members Mary Beasman, Walter Garrard, Bart Heikes and Steve Melchiori. SIA residents also attending Gary and Lil Fox, Bob and Billie Thompson, Dave Wolfram and Dianne Lui.

E. Shell road issues:
SIA Board President John Lehnhardt advised that following approval by the Board at the meeting on May 26, 2020, he and Dave Wolfram met with Shawn from Hurricane Land Clearing LLC to discuss solutions to the ongoing drainage and flooding issues on E. Shell. It was recommended that elevations be done to determine the flow of rainwater on the street. Based on this information, scaping and grading is required to redirect the flow away from the sides of E. Shell to flow down the center of the street. The cost of this project is $2,500.

Additionally, the drainage and flooding issue on E. Barefoot was discussed. A plan was proposed to address the flow and drainage on the south side of the street. The cost to do this is $1000.

The Board reviewed the details of both projects and agreed the ongoing flooding on both E. Shell and E. Barefoot required a solution as it has become progressively worse. John indicated the cost is not a financial issue as the SIA budget has available funding to undertake both projects. A motion was made and seconded to proceed with this roadwork based on the estimates received. The Board approved the motion in a unanimous vote.

Addendum: This road work was completed on July 20, 2020.

ARC recommendation of approval for a storage “shed” at 1971 W. Barefoot Place:
The ARC recommended approval for construction of a storage shed at 1971 W. Barefoot Place. Property owner Ronnie Lawn shared a photo of the architect-designed structure featuring a cottage style exterior that compliments the house. This structure would be located on the property under the oak tree between the pool and the street; and will require a county permit to build. Ronnie indicated additional landscaping would be planted around the structure. Following discussion on the location and necessary setbacks, and concerns regarding approval of a storage structure in front of the house setting a precedent in SIA, a motion was made and seconded that the Board accept the ARC recommendation to approve the construction of this structure. The Board voted unanimously to approve this project.

Proposed Playhouse at 1921 W. Barefoot Place:
John shared a photo of a playhouse proposed to be situated on the west side of the property at 1921 W. Barefoot Place. In initial discussion of this project, the Board raised the concern there may not be adequate room to add this structure to that area of the property due to county setback requirements. The Board recommended the plan for the location of the playhouse be reviewed by the county building department for guidance before this is submitted to the ARC.

SIA insurance liability:
John requested Board approval to pay the annual cost of the SIA liability insurance. He noted the cost totals $941, a reduction of $30 from the prior year. Following a motion and a second, the Board voted unanimously to approve payment.

Summerplace Units 3 and 4 – letter of concern:
John Lehnhardt shared a letter from a few residents in Summerplace Units 3 and 4, that was sent to all residents of Units 3 and 4, expressing concern about non-Summerplace residents using the roads and beach access areas of Summerplace Units 3 and 4.

For Clarification: Our association Summerplace Improvement Association, Inc. (SIA) is composed of Summerplace Units 1 and 2. Summerplace Units 3 and 4 are the rest of the homes in Summerplace that are not members of the SIA.

The letter was not meant to address the members of SIA directly, but rather was asking residents of Summerplace Units 3 and 4 if they would support taking actions, like fences, gates and security guards, to limit non-resident usage of the roads and beach access. Several SIA residents have been stopped by residents of Units 3 and 4 and asked where they live. None have reported being asked not to use the roads or beach access when they said they lived in Summerplace.

This discussion was brought forward mostly to raise awareness within SIA that there is a sensitivity in Summerplace Units 3 and 4 regarding non-resident trespassing. The board makes no recommendation at this time to any SIA members as to whether or not to use Summerplace Units 3 and4 roads or beach access sites. Since we have had similar concerns in SIA regarding road and beach access trespassing it was decided President Lehnhardt would reach out to the website the Summerplace Units 3 and 4 group has initiated and express our shared concerns.

An update will be provided to SIA residents as we learn more.
