Notice of 2022 Annual Meeting
The Annual Meeting of the Summerplace Improvement Association will take place this year on Saturday, November 12, 2022. Please mark your calendars and plan to join us. Details regarding the 2022 Annual Meeting will be sent to all SIA members in the fall.
Call for Nominations for the SIA Board of Directors for 2022-2023
The election for all five SIA Board of Director seats is held yearly at the annual meeting in November. Details on the nominating process are provided in the enclosed 2022 Call for Nominations from Ed Seemann, Chair of the Nominating Committee. This invitation provides any SIA member with the opportunity to express their interest in being considered by the Nominating Committee as a candidate for the SIA Board of Directors. Please read Ed’s enclosed letter and contact Ed with any questions on this process or to discuss your interest in serving on the SIA Board.
Bart Heikes – In Memoriam
Bart Heikes passed away in Hospice at Cleveland Clinic Hospital in Vero Beach Tuesday morning May 3, 2022. Bart was a current SIA Board Member and served on the SIA Board for the last 11 years and as Vice President for 9 years.
Per, the SIA Bylaws, the SIA Board appoints an SIA Member to the board to fullfill the remainder of anyone’s term.
ARTICLE IV
SECTION 2. In the event a vacancy occurring in the Board of Directors for any reason whatsoever, the remaining directors shall appoint a member to serve as director for the unexpired term.
The Board has appointed Andy Duglosz to fulfill the remainder of Bart’s term, which lasts up to the next SIA Board election at the Annual Meeting this coming November 12, 2022.
Bio – Andy Dlugosz
Andy and Rosanne Dlugosz, both New Jersey natives, purchased their lot in Summerplace at 1999 W. Shell Lane in 2006 and finished their retirement home in 2017. They moved down here permanently shortly thereafter once they had both retired. They both have attended the last 5 annual meetings and Andy regularly attends the open Board meetings in addition to the annual meeting. Andy has been a volunteer in several SIA maintenance projects including E. Shell beach stair repairs and replacing the E. Shell access path gate with a newer one donated for the cause. Andy and Roseanne have done a lot of volunteer planting, upkeep and enhancement of the W. Shell cul de sac island improving the aesthetics of the area greatly. Andy volunteered for the Architectural Review Committee (ARC) in 2021 and was appointed by the Board to the ARC at the 2021 Annual Meeting.
New Neighbors
It has been a busy time for real estate transactions in SIA this Spring.
1881 E. Pebble Path, Tammie Davenports previous home, has been purchased by Patricia and John Essick, who currently live on Coco Plum and own another house on W. Sand Dollar. They plan to renovate the house and possibly resell it.
1840 E. Shell Lane, Barbara Hickey’s former winter cottage, was purchased by Beth Darragh, who also owns 1881 E. Barefoot Pl. Beth and her husband plan to renovate the cottage and move into it, providing space for family, friends and the occasional renter at their E. Barefoot residence.
1841 E. Shell Lane was sold by the Mitchells to Dale and Brenda Clark of Glasgow, Kentucky. The Clarks will be visiting periodically during the year with family and friends but are not currently intending to rent out the property.
1860 E. Shell was sold by Gina Bruce to Robert Wilson and Linda Sopp of Worchester, MA. They will be seasonal residents and rent out the cottage in the off-season.
The lot at 1941 W. Shell, owned by Joe and Nastia Nutt, is under contracty to a couple from Oregon who plan to build a house and become permanent residents. Closing is scheduled for June 30, 2022

SIA Required Rental Registration Form
In 2019 the SIA Board approved a Rental Registration Form and requirements for all SIA members who rent their properties out at any time. This is just a reminder that all rentals require this form is to be submitted by the property owner to the SIA President at least two weeks in advance of any property rental. This information will allow the SIA Board to track rental usage and have contact information in case any issues arise during a rental period.
Our goal is to maintain the wonderful atmosphere of our community without infringement on personal property rights and freedoms and without over regulation. We hope this rental policy and registration form will serve that purpose.

Re: 2022 Nominating Process for SIA Board of Directors & Call for Nominations
Each November, the SIA membership elects a Board of Directors to represent them on matters concerning the SIA community. This year’s meeting and election of members of the SIA Board of Directors will be Saturday, November 12, 2022.
I have been asked to chair the Nominating Committee for the SIA Board of Directors for 2022. I will serve alongside committee members Jean Etzel, Carol Glade, and Jean Cyr who have all agreed to be on the 2022 Nominating Committee.
All members of the association are eligible to serve on the board of directors, and a member may nominate himself or herself as a candidate for the board with the following exceptions:
A person who is delinquent in the payment of any fee, fine, or other monetary obligation to the association on the day that he or she could last nominate himself or herself or be nominated for the board may not seek election to the board, and his or her name shall not be listed on the ballot.
A person who has been convicted of any felony in this state or in a United States District or Territorial Court, or has been convicted of any offense in another jurisdiction which would be considered a felony if committed in this state, may not seek election to the board and is not eligible for board membership unless such felon’s civil rights have been restored for at least 5 years as of the date on which such person seeks election to the board.
I encourage SIA members to contact me, or any member of the Nominating Committee, if they would like to serve on the Board or nominate a neighbor. Additionally, each nominee for the SIA Board should complete the enclosed Candidate Information Form and submit this to the Nominating Committee for consideration of their candidate.
Nominations and completed Candidate Information Forms should be sent to the committee no later than August 15, 2022.
On September 15, 2022, the Nominating Committee will submit a slate of eligible names for this year’s voting ballot to the Secretary of the Board. We encourage your participation and look forward to hearing from you soon.
