Financial review fiscal year quarters 1, 2 and 3
Treasurer Lehnhardt reviewed spending for the first three quarters of the fiscal year starting 9-30-24. Income for the year to date is $23,884.50 with all dues for 2025 received, along with $300 in application fees, a $1000 road damage deposit for construction at 1990 W. Barefoot Pl. and $84.50 in dues late fees. Expenses were $5050.55 in operating budget out of approved budget of $22,200 and $18,698.85 from the reserve fund for stair repairs out of $20,000 budgeted. Opening combined balance on 9-30-24 was $86,515.07. Balance as of 6-12-25 was $86,650.17. We are well under budget for yearly expenses and on track for approved capital spending from the reserve fund.
Review and vote on proposed contract for road refurbishing.
The contract is for $24K, which is over the original $20K approved in the annual budget. We had received previous bids from contractors of $84,000, and $50,000. This contractor, Ingmarr Herrman Marine Maintenance out of Ft. Pierce originally bid $38,000 for the job but was negotiated down to $24,000 by President Flax. This contractor is known to SIA as he has done seawall maintenance for SIA for 25 years. The contractor was on the phone to discuss methods, materials and timing. Once all questions from the board were answered a motion was made, seconded and approved unanimously to accept the contract bid. Work will most likely begin in August with E. Shell and proceed through the other streets with W. Barefoot being last to allow for most of the house construction traffic on that street to be over with.
Review of SIA black chain link fence repair needs on the west and north sides of lot 1990 W. Barefoot Pl., site of new house construction.
The fence in question was installed by SIA years ago and has been damaged by tree growth and fallen limbs. It is SIA’s responsibility to repair it. The new owner is free to install their own choice of fencing inside the SIA fence once SIA has completed repairs. The Board moved, seconded and approved unanimously to get bids for the repairs and coordinate the work with the owner and building contractor on site. We still have $7500 in contingency funds in this years budget to cover these costs and will bring the bids to the next Board meeting for discussion.
Regular Landscape mowing contract
The scope for our new mowing contract was discussed and will be reviewed by President Flax with the contractor to make sure all the items intended are included and accomplished. We want the mowing done twice a month in the wet season and monthly in the dry season plus maintenance of the cul de sac vegetation.
City Gas plans for W. Shell
At least one resident of W. Shell is working with City Gas to pipe natural gas to their property. The SIA Board must receive a plan from City Gas for the construction of the gas line as we own the road and must approve the work before it moves ahead. President Flax will contact City Gas to see where they are in the planning of this project.
ARC Guidelines review
A process for the review was discussed. The board will send the current guidelines out to selected SIA members for comments and will then review the submissions and formulate the revisions to send out to the members with the Fall mailing for Board elections. These will then be voted on for finalization at the annual meeting.
W. Shell cul de sac drainage
Discussions for the County to allow for a drain pipe connecting to RT. 510 from the W. Shell cul de sac were unsuccessful. There may not be enough elevation difference in the 510 swale for this to work but the county doesn’t want it done regardless. The Board will review other options to ameliorate the flooding issue there that last year impacted one of the homes on the cul de sac during an excessive rain event.
