Minutes – SIA Open Board of Director’s meeting 1-6-24

Item 1 – Review of plans for new home at 1941 W. Barefoot Pl. and vote on ARC recommendation to approve the plan.
Notes
Item 1 – two sets of the full plans were available for review along with all the correspondence that had taken place between the ARC and Eddie Dean, the owner of the lot. Mr. Dean is a structural engineer and did the plans and drawings himself. He had first submitted a concept plan in September 2023. The ARC sent the plans back with concerns about the protection of oak trees on the lot, particularly two along the North east corner, and drainage and elevation issues with the proposed floor elevation and large paver driveway. The ARC suggested a full stem wall for a foundation rather than a slab to allow for proper slope from the house to the edges of the property.
In December Mr. Dean submitted completed plans and responses to the ARC concerns. The ARC determined that the revised and completed plans addressed the concerns that had been previously raised, except for the placement of a propane tank for the planned backup generator/stove. The ARC noted the propane tank was too close to the house. Mr. Dean was able to identify a new location for an underground tank near the front of the property that met with ARC approval. Mr. Dean also noted that he had applied for gas service to his property which could change the need for the propane tank if the service is available during construction or shortly thereafter. Others in attendance have also applied for gas service and have been advised that it may be forthcoming in a few months.
There was a discussion about lot clearing and county permit requirements for leaving trees on a lot. It appears that three trees of a certain size must be left on a lot when cleared or replaced when the project is complete.
The ARC recommended the plans be approved by the Board.
It was moved and seconded that the Dean house plans be approved as presented. The motion was carried unanimously.
New Business
Item 1 – road grading
President Lehnhardt has been in contact with Tropical Breeze Grading to smooth our roads, which have become potholed with the recent rains. He was going to come today but the rain has delayed it until sometime next week.
Item 2: annual dues
All but 6 members have paid their annual dues for this year, or 92% of our members. Treasurer Lehnhardt will contact the remaining members who will now be required to pay a $25 late fee.
Item 3 – review of Architectural Guidelines
ARC Chair Lehnhardt expressed an interest from the ARC to do a review of the Architectural Guidelines to see if they need any revision. These were last redone in 2011 with a few updates in the intervening years. Board member Walter Garrard was involved in that process and suggested a committee larger than just the ARC, possibly seven or so people. The group would devise any recommendations for changes and submit them to the Board for review. Once Board approved the revised Architectural Guidelines, they will be distributed to the members during the Fall mailing. Final vote on the revised Guidelines will occur at the annual meeting.
