Board Meeting Minutes
November 10, 2019
Attending: SIA Board President John Lehnhardt, Board members Mary Beasman, Walter Garrard, Bart Heikes, Ronnie Lawn and Steve Melchiori
Also in attendance were SIA members Jean and Craig Cyr, Diane and Dave Wolfram.
East Shell cu de sac drainage problem:
John Lehnhardt called the meeting to order. He advised that Steve Melchiori and Dave Wolfram have discussed the issue of the long-standing drainage problem in the northeast section of the E. Shell cul de sac with three different contractors. There is agreement on now to address this problem and the resulting flooding in this area caused by the poor drainage. Two estimates received for the work to deal with this are within $200 of each other at $1,800 and $2,000. Steve recommended the Board use the contractor Dave suggested as his bid was more comprehensive, including grading of the entire road following the work on the drainage. During discussion the suggestion was made that we ask this contractor to grade and roll all the SIA roads as he will already have the necessary equipment on site. A motion was made and seconded to accept the bid of $2,000 for the drainage issue with up to an additional $600 to grade and roll all five SIA streets, pending a contract with specific details of the work to be done. The Board approved this motion unanimously. Steve and Dave will follow up with the contractor to secure a detailed contract and the discuss the possibility of scheduling this project to be completed in December.
East Pebble Path signs:
John informed the Board residents of E. Pebble Path have request permanent no trespassing and signs for their street to address the use of East Pebble Path and the beach stairs by non-residents of SIA. These are mainly renters from W. Pebble Path who intrude on E. Pebble as the most convenient access to the beach. In the past the problem has increased when the seasonal renters arrive. John has priced three permanent signs at a cost of $40.88. A motion was made and seconded to purchase and install three permanent signs on E. Pebble to deter use of the street and beach stairs by non-SIA residents. In a unanimous vote, the Board approved this motion. John will order the signs and have them in place within the week.
Post meeting note: The E. Pebble Path signs have been installed.
Update on SIA dune crossovers and beach stairs:
For the past several weeks sand has continued to accumulate on our beaches following the loss of a considerable amount of sand following hurricane Dorian. However, John noted this accumulation of sand was washed out to sea with the high tides on November 9, 2019. He indicated that approximately 4 feet of sand was lost overnight. An inspection of the SIA beach stairs showed the E. Barefoot stairs remain intact and solid, needing no repair. The beach stairs at E. Shell are now stable and safe to use. John recommended at this time we hold on spending the approximate $4,000 estimate to repair these stairs. However, the E. Pebble beach stairs need repair. With the sand loss exposing more of the stair pilings, John suggested he could jack the stairs up approximately 6 inches to repair them and make them usable at a minimum cost. Following discussion of the beach stairs, a motion was made and seconded to hold on any further work on the E. Shell stairs at this point and to proceed doing the repair of the E. Pebble beach stairs in-house. In a subsequent vote, the Board unanimously approved this motion.
Post meeting note: The repair to the E. Pebble stairs has been completed at a material cost of $70.
