Summerplace Improvement Association, Inc.
Board of Director’s Meeting
September 24, 2021 Minutes
Attending: SIA Board President John Lehnhardt, SIA Board Members Mary Beasman, Walter Garrard and Steve Melchiori and SIA Member Craig Cyr.
The SIA Board met to discuss the installation of solar panels and other forms of permanent alternative energy sources on SIA properties. John Lehnhardt opened the meeting with a discussion of the plan to install solar power on his property. The solar company doing this installation advised John they require both a permit from the County and HOA approval prior to moving forward with installation of solar panels and batteries at his SIA property. This raised the question of whether ARC review and Board approval of plans for permanent alternate power sources is necessary prior to installation on any property within SIA. Board members present unanimously agreed that it was important to establish ARC and Board oversight of installation of any permanent alternate power within SIA.
Following discussion, the Board voted unanimously to recommend the following ARC guidelines regarding alternative energy sources:
All permanent energy addition to any SIA structure must be reviewed by the ARC and approved by the SIA Board. These include solar panels, wind power, electrical generators or propane /gas generators intended to power any part of a home within SIA as a permanent installation.
Additionally, solar panels must be roof mounted or not visible from the street if not roof mounted.
Temporary portable generators used during power outages do not require SIA ARC or Board review and approval.
These additions to the current ARC Guidelines will be included in the 2021 SIA Annual Mailing sent to all SIA members in mid-October 2021 in advance of being presents to the SIA Membership for a vote at this year’s Annual Meeting on November 13, 2021. If a majority of the members present at the Annual Meeting and representing a quorum, approve these measures they will be incorporated into the current ARC guidelines and available on the SIA website.
John recused himself from the Board’s review and discussion of the plans to install solar panels and batteries on his SIA property. The remaining Board members present agreed these plans met the recommended requirements noted above for the installation of permanent solar power on an SIA property. In a vote they unanimously approved these plans for the installation of solar power on John’s property within SIA.
With no further business, the meeting was adjourned.
Respectfully Submitted.
Mary Beasman, SIA Secretary
