Summerplace improvement Association, Inc.
Board Meeting
March 26, 2020
Minutes
Attending: SIA Board President John Lehnhardt, Board Members Mary Beasman, Walter Garrard, Bart Heikes, Ronnie Lawn and Steve Melchiori. Also attending SIA residents, Babs Collar (with her daughter Cindy), Andy Dlugosz Ed Seeman, Dave Wolfram and Diane Lui.
SIA President John Lehnhardt advised there were two items requiring Board attention:
1. Return of $1,000 road deposit to Ronnie Lawn following the construction of a pool on his property at
1971 W. Barefoot Place. (Note: Ronnie recused himself from this discussion.) The Board agreed the road was in good condition following the construction and did not require repair. A motion was made and seconded, followed by the unanimous approval of the Board to return the full road deposit.
2. Approval of an above-ground pool on the property of 1951 W. Barefoot Place. Property owners Alan and Wendy Kelley had previously submitted plans for an in-ground pool and received approval for this construction from both the SIA ARC and the Board. Subsequently, they decided to hold off on an inground pool for the time being. Instead they will install an above-ground pool. Following a short discussion, a motion was made and seconded to approve the request to install an above-ground pool at 1951 W. Barefoot Place. The Board voted unanimously to approve this revised plan.
Discussion of placing locks on all SIA beach access gates:
With the closing of schools and most business throughout the state, several SIA residents reported an increase in the number of trespassing by non-residents/guest use of SIA beach access paths and beach stairs. This includes parking in SIA cul de sacs, a report of large groups using the E. Shell beach pathway and stairs and growing concern of this trend. A suggestion was made that locks should be placed on all SIA beach gates as has been done on E. Pebble. During the ensuing discussion, it was noted how effective cameras and signs warning of cameras in use have been in deterring trespassers from using E. Pebble to walk dogs and/or access the beach. It was decided to relocate SIA cameras to monitor the use by non-SIA residence and revisit the use of locks on our gates. A motion was made and seconded. Following, additional comments, the Board voted unanimously to approve the use of cameras to monitor SIA beach access areas. (See attached update for information on on-resident use of SIA beach accesses and beach stairs.)
Condition of E. Shell Beach Stairs:
Following a brief discussion of improvements to the E. Shell stairs, a suggestion was made to add a waterproof grit tape to the bottom several of the bottom steps to further improve the ease of using the E. Shell stairs. With no further discussion, a motion was made and seconded to proceed with adding the grit tape to the bottom few stairs at East Shell. The Board approved this by a unanimous vote.
With no further business, the meeting was adjourned.
Respectfully submitted,
Mary Beasman, Secretary SIA, Inc.
